The United Nations Office for Project Services (UNOPS) is a United Nations agency responsible for infrastructure, procurement, and project management (General Assembly Resolution 65/176 of 2010). Our mission is to help people improve their lives and countries achieve peace and sustainable development. UNOPS’ three priority areas are:

i) Sustainable Infrastructure: UNOPS designs, builds, repairs, and maintains infrastructure in some of the world’s most challenging environments. Its activities focus on the development of infrastructure for transport, education, and health, among other areas.

ii) Public procurement: UNOPS is a central procurement resource for the United Nations system and governments. It emphasizes efficient, transparent, and sustainable delivery of goods and services.

iii) Project Management: UNOPS manages more than a thousand humanitarian, development and peacebuilding projects annually for various partners, ensuring quality, efficiency and results that meet the highest standards.

UNOPS’ work seeks environmental, social, and economic sustainability, contributing to progress toward equity and the common good in the countries where it operates, thereby promoting improved living conditions for the most vulnerable people. UNOPS has a presence in 23 countries in Latin America and the Caribbean. Its services, products, and technical assistance adhere to the principles of public administration: transparency, equity, integrity, free competition, impartiality, morality, effectiveness, efficiency, and respect for national institutions.

In Nicaragua, UNOPS has been providing technical assistance in the implementation of health infrastructure projects with the Government of Nicaragua and various international development banks. This assistance will include, among other things, capacity building and implementation of investment programs and projects, development and/or review of investment studies, final designs and studies, procurement strategies, bidding and contracting processes, as well as infrastructure project management and construction supervision.

To efficiently and effectively fulfill the commitments made under this technical assistance agreement, UNOPS has established a Technical Unit to develop design products, implement construction projects, and procure medical equipment and furniture. This unit will generate documents compiling terms of reference, bidding documents, and procurement strategies for a group of projects. Simultaneously, UNOPS will implement procurement processes for goods and services and manage the construction process through quality assurance.

In this context, the Project Manager will support the UNOPS Country Director in coordinating and directing health sector operations, specifically regarding technical planning and preparing the implementation conditions for each investment within this portfolio. The Project Manager is expected to contribute to achieving and exceeding the organization’s performance and service objectives.

Functional Responsibilities
The Senior Project Manager will be responsible for drafting/reviewing the Project Initiation Documentation (PID) and the legal agreement, and must have a thorough understanding of the terms and conditions, as well as the roles and responsibilities of the partners/stakeholders, to ensure that project deliverables meet the feasibility studies of both UNOPS and the client. The success of the project(s) and, consequently, the work of the Project Manager will be based on the success criteria of the commitments adopted by UNOPS, which are linked to the responsibilities described below.

A Project Manager at this level is responsible for managing complex and high-risk projects.

The projects depend on several external providers for their successful execution and will have a tight schedule.

Education/Experience/Language requirements
Education

Higher university degree (equivalent to Master’s) preferably in Project Management, Administration, Finance, Economics, Accounting, Law or other related discipline.
The master’s degree can be replaced by a university degree (equivalent to a “Bachelor’s degree”) and two additional years of relevant experience.
Certifications in project management (e.g., Prince2, PMI) will be valued.
Experience:

A minimum of seven years (or more, depending on academic merit) of progressive and relevant experience in the development and management of audit projects or the handling of funds in public or private sector organizations is required.
Experience in project development and management is required, focused on supervising, developing, and coordinating technical and financial activities and reports.
Experience in project management under the regulations of international organizations will be valued.
Experience working in Latin American governments will be valued.
Languages:

Fluent/advanced level of Spanish required
Intermediate English required.
Knowledge of another United Nations language is valued.

Contract type, level and duration
Contract Type: ICA – Individual Contractor Agreement (regular monthly contract)

Regular Monthly Contract: This contract is established in the modality of a regular monthly contract, that is, a continuous provision of services is required during the contract period, with payments associated with the contract being made at the end of each calendar month.

Contract Level: International IICA-3 (international candidates)

Contract Duration: Indefinite: open contract, subject to organizational requirements, availability of funds and satisfactory performance.
