The United Nations Office for Project Services (UNOPS) is a United Nations agency responsible for infrastructure, procurement, and project management (General Assembly Resolution 65/176 of 2010). UNOPS has been providing technical assistance in the implementation of health infrastructure projects with the Government of Nicaragua and various international development banks. This assistance will include, among other things, capacity building and implementation of investment programs and projects, development and/or review of investment studies, final designs and studies, procurement strategies, bidding and contracting processes, as well as infrastructure project management and construction supervision.

The Biomedical Engineering Officer is responsible for ensuring compliance with the policies, administrative instructions, plans and procedures of the UNOPS Security Management System.

Functional Responsibilities
Under the direct supervision of the Project Manager designated by UNOPS, the Biomedical Engineering Manager will carry out all activities required in the Project, particularly those aimed at defining, specifying and defining the hospital medical and non-medical equipment, according to the activities and stages listed below:

In specific terms:

Preparation Phase of Technical Inputs:

Analysis of associate needs; which include on-site verifications to ensure that the equipment to be acquired is adequate, sufficient and adapted to the infrastructure conditions (water, electricity, drainage and other services for its operation) within the environments where it will be housed.
Joint analysis with authorities, professionals, and technicians assigned to determine the feasibility of the equipment to be acquired, according to the level of services and management plan that has been planned for the project.
Definition of equipment lists that includes a budget prefiguration in order to determine the financial viability that allows the acquisition of the same.
Evaluation of the functionality of existing equipment (if any) with a view to its possible reuse and how to complement it with the new equipment.
Review, update and supplementation of the technical specifications of the equipment.
Standardization of processes and technological levels.
Review of data sheets and technical specifications.
Support Phase in the Tenders Process:

Contributions to configure the annual procurement plan for hospital medical equipment.
Support the preparation of tender documents, primarily in relation to the technical specifications and other documents included therein.
Monitoring of purchasing processes and support in resolving clarifications for bidders.
Participation in evaluation committees and support in the preparation of evaluation reports, up to the point of award recommendation.
Support Phase in Equipment Contract Administration:

To monitor, coordinate and participate in the implementation of delivery plans.
Coordinate and participate in the delivery, installation, testing, commissioning and training; as part of the operation of the equipment, ensuring efficiency, high quality and consistency of the work.
Verify that the equipment supplied complies with the quantities, specifications and other conditions of the issued contracts/purchase orders.
To be aware of and give alerts regarding partial payments, as well as the monitoring of documents under guarantee.
Alert about delivery delays, or support the management of claims in cases of defective equipment.
Carry out preparations and compilation of supporting documentation prior to equipment deliveries.
Participate by supporting the reception committees that the partner organizes.
Prepare work progress reports and contract closure reports.
Prepare the inventory of equipment and the user and maintenance manuals.
Prepare maintenance and operation plans for all equipment and systems installed in the Project.
Travel to Project sites when necessary.
Other support for the local office:

For the proper performance of their duties, the consultant must coordinate their activities and form teams with other components, such as infrastructure, acquisitions and the administrative component.
Similarly, the consultant must coordinate with the associate’s staff, linked to other projects and sectors of influence resulting from their operational activities.
Participate in technical meetings and support in the functional review of projects that the office may require, always within the scope of your specialty.
Prepare progress and work closure reports.
Support the training and improvement of the organization and technical knowledge of the client’s work team.
Support the harmonization of the technical characteristics of the installation sites to the equipment actually acquired.
The Expert will support the provision of international services to other offices, in exceptional cases, where the local office has the possibility and opportunity to do so.
Perform other tasks assigned by the supervisor in the context of the Project.
The Expert will prepare a work plan of the products/activities agreed upon with the assigned Project Manager for the Closure Plan and will submit a weekly report of the work completed. Each month, they will submit a summary of the work completed according to the agreed work plan.

Full dedication is required at the UNOPS offices in Nicaragua.

Education
a. Education

A Bachelor’s degree is required, preferably in Electronic Engineering, Biomedical Engineering, or related fields.

b. Work experience

A minimum of five to seven years of experience (or more depending on academic merit) is required in the implementation of medical equipment projects in hospital projects, including:

Proven experience in defining technical specifications for equipment.
Proven experience in defining the medical equipment needs for healthcare facilities.
Experience in project management is desirable.
Previous work experience advising government and official bodies is desirable.
c. Language

Proficiency in Spanish is required.
Intermediate or advanced proficiency in English is desirable.

Contract type, level and duration
Contract Type : ICA – Individual Contractor Agreement

Regular Monthly Contract : This contract is established in the modality of a regular monthly contract, that is, a continuous provision of services is required during the contract period, with payments associated with the contract being made at the end of each calendar month.

Contract Level : ICS 10, equivalent to LICA 10 on a local scale and IICA-2 on an international scale.

The aim is to leave a pool of people endorsed for other places in the region.
