General information about UNOPS
The United Nations Office for Project Services (UNOPS) is a United Nations agency responsible for infrastructure, procurement, and project management (General Assembly Resolution 65/176 of 2010). UNOPS’ work seeks environmental, social, and economic sustainability, contributing to progress toward equity and the common good in the countries where it operates, thereby promoting improved living conditions for the most vulnerable people. UNOPS has a presence in 23 countries in Latin America and the Caribbean. Its services, products, and technical assistance adhere to the principles of public administration: transparency, equity, integrity, free competition, impartiality, morality, effectiveness, efficiency, and respect for national institutions.

UNOPS has been providing technical assistance in the implementation of health infrastructure projects with the Government of Nicaragua and various international development banks. This assistance will include, among other things, capacity building and implementation of investment programs and projects, development and/or review of investment studies, final designs and studies, procurement strategies, bidding and contracting processes, as well as infrastructure project management and construction supervision.

To efficiently and effectively fulfill the commitments made under this technical assistance agreement, UNOPS has established a Technical Unit to develop design products, implement construction projects, and procure medical equipment and furniture. This unit will generate documents compiling terms of reference, bidding documents, and procurement strategies for a group of projects. Simultaneously, UNOPS will implement procurement processes for goods and services and manage the construction process through quality assurance.

Functional Responsibilities
Under the direction of the Project Manager, the Health and Safety Associate will perform the following functions:

Attend to field requirements related to your area of ​​expertise.
Assist in monitoring the correct preparation and completion of Occupational Health and Safety forms to be used in correspondence, work inspection requests, etc.
Assist in carrying out the appropriate actions in case errors or omissions are detected.
Assist in verifying the quality of occupational safety and health actions.
Inform the Project Manager of issues that may affect the achievement of your results.
Support in integrating sustainability actions, as well as occupational health and safety, in accordance with the policies, administrative instructions, plans and procedures of the United Nations and UNOPS security management system.
Assist in the management of risks so that they are prevented and/or mitigated in a timely manner, informing the Project Manager and recommending the necessary corrective actions.
Verify in the field that occupational health and safety training is provided to workers and that signage, labels, etc. are maintained.
Ensure that daily risk assessments are carried out.
Investigate and report security incidents and submit the corresponding report to the HSSE coordinator, as well as follow up until the reported incident is closed.
Assist in the investigation of all injuries, accidents, and incidents. Identify the causes and support the HSSE coordinator on any necessary improvements to safety standards.
Assist and collaborate in carrying out inspections regarding the use of PPE (Personal Protective Equipment), order, cleanliness, signage, etc.
Attend and collaborate in workshops, training activities and communication with the aim of promoting a safety culture, as well as in the staff onboarding process by providing the basic safety training necessary to work on the construction site.

Education/Experience/Language requirements
a. Education

Completion of secondary education is required.
A top-level university degree (equivalent to a Bachelor’s Degree or equivalent) preferably in Occupational Health and Safety, Industrial Safety and/or Workplace Safety or related fields is desirable and can replace some years of required experience.
b. Work experience

02 to 06 years of relevant experience (depending on academic credentials) in the area of ​​Occupational Safety and Health is required.
Up-to-date technical knowledge of national standards related to Occupational Safety and Health, ISO Standards and/or infrastructure projects will be valued.
c. Language

Proficiency in Spanish is required.
Intermediate or advanced proficiency in English is desirable.

Contract type, level and duration
Contract Type : ICA – Individual Contractor Agreement (regular monthly contract)

Regular Monthly Contract : This contract is established in the modality of a regular monthly contract, that is, a continuous provision of services is required during the contract period, with payments associated with the contract being made at the end of each calendar month.

Contract Level : LICA 6 ****The UNOPS office in Nicaragua is seeking local candidates (Nicaraguan nationals) or those with permanent residency and a work permit at the time of application.**

Contract Duration**: Indefinite: open contract, subject to organizational requirements, availability of funds and satisfactory performance.
